Exchanging a driver’s license from another country for a Quebec driver’s license

Was your foreign driver’s license issued in one of the following locations? If so, there are administrative agreements between Quebec and these jurisdictions to facilitate the exchange of driver’s licenses.

Germany, Austria, Belgium, France, Great Britain, England, Wales, and Scotland, the Isle of Man, Northern Ireland, Japan, the Netherlands, Holland, the Netherlands Antilles, Saint Martin, Aruba, Bonaire, Curaçao, Saba, and Saint Eustatius, the Republic of Korea, South Korea, Switzerland, and Taiwan.

Please note that your driver’s license is valid for thefirst 6 months after you settle in Quebec ifyou drive a car, motorcycle, or moped.

However, you must make sure that your foreign driver’s license is valid and that it authorizes you to drive that type of vehicle.

In addition, you will be required to pass a written exam and a driving test to obtain your Quebec driver’s license after your first six months in Quebec.

Please note that you will not be able to drive a truck, emergency vehicle, bus, minibus, or taxi during your first six months in Quebec or in the months that follow. Here are the steps you need to take to drive these vehicles:

You must obtain a Quebec driver’s license in the appropriate class. To do so, you must meet the requirements for each license class and complete the graduated driver licensing process. Before doing so, you must obtain your Quebec Class 5 (passenger vehicle) license.

Please go to the designated SAAQ service location with the original documents requested when you made your appointment, namely:

  • your foreign driver's license
  • proof of Canadian citizenship or the right to reside in Canada
  • proof of residence in Quebec
  • proof that you were residing in the country that issued your license if you obtained it less than 3 years ago
  • a translation of your driver’s license, if it is written in a language other than French or English—an international driver’s license does not constitute an official translation.

  10. Drivers must dim their headlights when following or passing another vehicle starting at a distance of 150 meters.
  11. Fog lights must be mounted at the front of the vehicle, below the regular headlights, as low as possible. In addition, they must be adjusted so as not to blind other drivers.
  12. In some cases, using cruise control can be dangerous.
    For example:

    • On steep uphill or downhill sections;
    • On snowy or icy roads;
    • On gravel or any other slippery surface;
    • On winding roads or roads with heavy traffic.
    • You should also avoid using the cruise control when it is impossible to maintain a steady speed.
